Implementation plan of Xianning scenic road construction
In order to further implement the strategy of ecological priority, green rise and development, assist the urban construction of Xianning's natural ecological park, and promote the high quality development of Xianning, our city has started the construction of Xianning scenic spot since this year.
I. General requirements
Conscientiously implement the municipal positioning of the Xianning municipal natural ecological park and the spirit of the municipal Party committee's leading leaders on the construction of the Xianning scenic spot, and integrate the "landscape" concept into the high quality development process of Xianning city. All roads are managed by scenic road construction. We should establish and improve the operation mechanism of the integration development of transportation, ecology, tourism and industry, and export the beautiful scenery of Xianning to the economic and industrial development along the scenic road, helping to tackle poverty and revitalize the countryside.
Two, building goals
Xianning scenic road planning is 977.953 km long. One of them is walking and riding comprehensive road: 11.5 kilometers from the tourist center of Xian'an district to Gutian; the riding road: the Salt Lake area, the mountain lake loop line, Gutian 70.795 kilometers; the self driving route: the total length is 895.658 kilometers, including 135.147 kilometers in Xian'an District, 103.303 kilometers in Jiayu County, 238.109 kilometers in Chibi City, 83.22 kilometers in Tongcheng County, 127.76 kilometers in Chongyang County, 208.119 kilometers in Tongshan County. All counties (cities and districts) can reasonably adjust the line and scale of scenic routes according to their own planning and actual conditions, while maintaining the overall framework of the planning scheme and ensuring that the brand effect of Xianning scenic spot is not affected. Xianning Scenic Road started construction in 2020, striving to basically build in 2 to 3 years.
(1) Xianning scenic road 2020 demonstration road construction task. Walking and riding comprehensive road transformation task 11.5 kilometers, riding road transformation task 34.995 kilometers, self driving lane transformation task 217.203 kilometers. (see Annex 1)
(two) construction of Xianning scenic road from 2021 to 2022. The cycling road transformation task is 35.8 kilometers, the self driving lane transformation task is 678.455 kilometers, the construction of the first class post station 1, the two class post station 5, the three class station 3. (see Annex 2)
Three, basic principles
The Xianning scenic spot planning scheme is a basic and framework blueprint for guiding the specific construction of the scenic spot in the city.
- Flexible design principles. Scenic road is a road system that integrates natural, human landscape and service facilities. In the design process, we should respect the ecological basement, fully integrate the existing conditions of the highway, flexibly select the site, conform to the natural mechanism, minimize the interference and influence of the original natural environment, hydrogeology, topography, and historical and human resources, and avoid the large-scale demolition and construction.
- The principle of adjusting measures to local conditions. In planning and design, we should fully combine the different resources and environmental characteristics of the current situation, fully excavate the cultural details along the line, grasp the local industrial development trend, highlight the regional features, and display diversified and highly agreeing characteristic scenic spots.
- People oriented principle. As an integrated system with abundant functions, scenic road serves the passengers and tourists. While satisfying basic traffic functions, road construction should pay attention to humanized design, improve service facilities, and ensure the necessary needs and experience of passengers and tourists.
- The principle of overall coordination. Scenic road planning covers many major sectors such as highway, planning, landscape, architecture, municipal administration, tourism and so on, involving transportation, forestry, ecological environment, cultural tourism, natural resources and planning. In the design, we should give overall consideration to urban and rural development, strengthen the coordination and planning of departments, integrate various natural, cultural and industrial resources of the region, promote the linkage between urban and rural areas, and give full play to the comprehensive functions.
- The principle of simplicity and intensity. In the process of landscaping, landscaping and related service facilities planning and design, we should make intensive use of land, make rational use of existing facilities, strictly control the scale of new construction, and reduce the cost of construction and maintenance. Encourage the application of green, low carbon, energy saving and environmental protection technology, materials, equipment and so on.
- Comprehensive benefit principle. The economic benefits, social benefits and ecological benefits should be taken into consideration in landscape planning and design. The scenic road construction will help local economic development and Rural Revitalization.
Four. Construction standard
(1) road reconstruction. The main body of scenic roads is roads. Excellent road conditions and unique natural ecological resources are the basic foothold for project construction. The planning and transformation of the scenic road is 977.953 kilometers long, and there are three types of steps: riding the integrated road, riding road and self driving lane. The reconstruction line is basically laid along the current road corridor belt, making full use of the existing road resources. Pedestrian integrated road: combined with the planning and reserved land conditions to plan the layout of the section, and add a comprehensive road with a width of not less than 2.0m. Riding road: one side increase no less than 1.5m dedicated riding road, according to the actual situation of the actual section to determine the width or jump out plan. Self driving lane: basically use the existing road surface, according to the current pavement properties and damage conditions to determine the renovation and repair plan, improve the safety facilities along the line.
(two) landscape improvement. Green design should adhere to the basic principles of ecological protection and rational development and utilization, maximize the protection and rational use of the existing natural and artificial vegetation in the site, maintain the health and stability of the ecosystem in the area, strengthen the maintenance of landscape greening, and maintain a good visual effect.
(three) highway station. Highway station is a comprehensive carrier of service facilities, which is divided into three grades. The first class post station is the scenic spot management and service center, which takes the functions of management, comprehensive services and traffic transfer. The two stage post station is the scenic spot service sub center, which is responsible for selling, leasing, rest and traffic transfer functions; and the three stage post station is used as a resting place for pedestrians. Setting up the post should give priority to the use of existing buildings.
(four) image identification. The scenic road sign (logo) is set at the turning point of the whole line or the road fork to improve the identification degree and ensure the harmony and beauty of the surrounding landscape.
Five. Construction tasks
(1) building a model leading line. According to the requirements of urban construction of Xianning natural ecological park, the construction, reconstruction and extension of the one or two grade roads and major highway overhaul projects should be managed according to the construction of scenic spots, and a road will be built into a landscape. Every county (city or district) should build a demonstration road at least every year according to the construction of highway projects, determine the theme location according to the distribution of resources and the characteristics of landscape culture, and then carefully design and build around the theme.
(two) speeding up the construction of walking and riding comprehensive roads. We should speed up the construction of Tourist Distribution Center in Xian'an district to 11.5 km walking road in Gutian section. To promote the construction of the 70.795 kilometer bicycle road from Gutian to bridge, bridge to Nie Jia, Nie Jia to Ting Si Bridge, Huang Jing Tong Industrial Road, Xiangyang Lake Road to agricultural sightseeing garden T intersection.
(three) clear the broken road and bottleneck road. To speed up the upgrading of 2.7 km road from the agricultural sightseeing garden to the 57 second bridge in the eight line of Xian'an District, the reconstruction of 13.3 km two km highway from the 57 main bridge to the GUI Xiang Avenue in Xian'an District, and the construction of the cycling road at the same time; to speed up the upgrading of the 1.53 kilometer road of S361 sheep line in Xian'an District, to connect the S319 Xianzhao line and the Chibi S361 big sheep line scenic spot; and to speed up the Chibi S361 big sheep line remaining. More than 7.06 km two grade highway transformation, unimpeded Tongxian mountain cherry sea, Fang Shi Wan and other tourist routes; we should focus on promoting G351 Pan Jia Wan to Jiayu county section of major repair projects and Jiayu county to Chibi first level highway reconstruction and expansion project construction; we should focus on promoting Tongkou to Wu Yan section 4.22 Gong Li broken road construction.
(four) pay attention to improving the function of greening landscape. All counties (cities and districts) should enhance their landscaping functions along the scenic routes, and create a dynamic landscape with a balanced and rhythmic landscape.
(five) vigorously carry out road landscaping. All counties (cities and districts) should continue to consolidate and upgrade the existing road conditions and the level of road appearance. We should gradually control the bare soil sections along the roads, adopt the technologies such as hanging net spray sowing, three dimensional earthwork net mat and reinforced Mike pad in the sections with conditions to make grass planting green, stabilize the roadbed slope protection, and strengthen ecological protection; we should choose the scenic roads with distinct themes, strengthen the image building, layout the landscape sketches, and mark the ground painting, and fully display the local humanities characteristics; We will promote the shoulder greening or hardening work of ordinary provinces and cities, and explore the long-term mechanism for establishing environmental governance in ordinary roads.
(six) set up a unified and convenient identification system. We should choose the location with superior location and open terrain to build the landmark structure of the scenic entrance. Scientifically set up all kinds of guide signs and signboards, enhance the image perception of passers-by with humanized and personalized logo, and create road landscape characteristic brand.
(seven) expand the service function of highway station. Each county (city or region) can start the construction of one or two and three stage stations in batches according to the volume of tourists and the volume of traffic. In the mature scenic spots, tourist area service centers or large villages, there are road service facilities with basic functions such as business, transportation, catering, parking, car charging, sanitation and so on. Leisure, high-end business, star hotels, parent-child parks and other service systems.
(eight) build intelligent transportation system. Each county (city or district) can choose the conditions and create a section of the road, introduce advanced tourism business, big data integration and information service platform, so that pedestrians can timely grasp the information of tourism and transportation, improve the capacity of road network and avoid traffic accidents.
(nine) industrial integration promotes the revitalization of the new industry. The creation of scenic road should be integrated into the concept of "beautiful highways +". With the concept of "idyllic life" as the core, we should speed up the integration of modern agriculture, rural complex, residential and residential leisure and RV camps with the development of transportation and tourism.
(ten) pull through the main skeleton and unblocked the small loop. All counties (cities and districts) should rely on the construction projects such as road network, beautiful village, Village revitalization and Industrial Park, continue to consolidate and expand the main skeleton of existing scenic roads, and improve the local small ring road coordinated with the construction of beautiful village Bay, so as to inject new kinetic energy into the urban construction of Xianning's natural ecological park and boost the economic development along the line.
Six, safeguard measures
(1) strengthening leadership and implementing responsibility creation. The construction of scenic road is a complex system engineering, which involves a wide range and strong comprehensiveness. The municipal government set up a leading group for the construction of the scenic spot road, which is headed by the deputy mayor of traffic, and the head of the municipal transportation and Transportation Bureau, the municipal development and Reform Commission, the Municipal Bureau of tourism, the Municipal Finance Bureau, the Municipal Environmental Protection Bureau, the municipal water conservancy and lakes Bureau, the municipal natural resources and Planning Bureau, and the Municipal Forestry Bureau. The leading group consists of offices and offices located in the city traffic and Transport Bureau. The people's governments of counties (cities and districts) are the main body responsible for the construction of scenic spot projects. They should conscientiously organize and formulate specific implementation plans, clarify objectives, tasks and work progress, and implement safeguards to ensure the steady progress of various tasks in scenic spots.
(two) follow up the whole process and strengthen policy support. All counties (cities and districts) should follow the unified arrangements of the municipal Party committee and the municipal government, and follow up the creation of scenic spots throughout the whole process. Combined with the actual situation, we should refine and improve all the propulsion measures, strengthen the linkage of departments, and promote the resultant force of the creation of scenic spots. We should increase financial input and integrate all kinds of construction funds to form a diversified financing and investment mechanism.
(three) be included in the examination and intensify supervision. The scenic spots project will be included in the inspection scope of the annual key construction projects of the municipal government. Timely carry out supervision and inspection, identify problems, promote rectification, assess the completion of the annual construction tasks, and assess the results in the city.
(four) in depth publicity, create a good atmosphere. All relevant departments should strengthen propaganda and guidance, and widely publicize the achievements and experiences of scenic spots construction by broadcasting, television, newspapers and periodicals, and "two micro ends", so as to create a good atmosphere for public opinion.
