(1) introduction of the division of acoustic environmental functional zones
In 2003, Xianning city launched the first division of urban acoustic environmental functional zones. In October 21, 2003, the Municipal People's government issued the Circular of the Municipal People's government for the approval of the Circular of the Municipal Environmental Protection Bureau on the division of the environmental functional zones (salty Zhengfa 2003, No. 31).
The first division is based on the technical specification for the application of environmental noise in urban areas (GB/T15190 - 94). The results of the first division are as follows: 1. The 0 area is the whole area under the jurisdiction of the hot spring Qianshan hotel. 2, there are four types of application areas in one category: one is the southern part of Xianning Avenue, the eastern part of the hot spring industrial area, the silver GUI bridge to the Shuanghe bridge, the whole area outside the trapezoid area surrounded by Gan River Road and Qianshan Road; the two is the whole area in the north of Xianning Avenue and the south of sixteen Tam Road; three is the west of Changan Road, the sixteen Lake Road and the fir Lang Lang Road area; the Silver Spring Road, the Qinglong road and the FIR wave. Lu Wai District is added to the area of Osmanthus Avenue, Silver Spring Avenue, fir Lang Road and sixteen Tan Lu Wai. The four is Shuanglong Mountain Park, Xianning Teachers College, Xian Gao's southwest Yongan, north of Changan Road, west of Yongan Avenue. 3, two types of areas have three areas: one is the hot spring film, the other is the trapezoid area surrounded by the Gan River Road and the Qianshan Road; the two is the Fushan tablet, the east of the Silver Spring Road, the north of the Yongan Road, the south of Qinglong road; the three is the Yongan film, which is divided into two blocks, the first one, the Changan Avenue, the Silver Spring Road, the Qinglong Road, the Yongan Avenue and the Wenbi mountain road and the Shuangfeng road. (two) problems in the current zoning plan
1, the current zoning plan is compiled according to the 1994 GB "technical specification for urban regional environmental noise zoning" (GB/T15190-94). In 2014, the Ministry of environmental protection and the State Administration of quality supervision, inspection and Quarantine issued the technical specification for the division of sound environmental function zones (GB/T15190-2014), which was implemented in 2015 and abolished by the 94 standard. The existing zoning plan needs to be adjusted according to the new national standard.
In 2 and 2018, the Hubei Provincial People's Government approved the general plan for urban land use (2006-2020) of Xianning (Revised and revised version in 2014). Over the years, with the continuous development of Xianning's urban area, the original scheme of sound environmental function zoning has been very difficult to meet the needs of environmental management under the new situation. Therefore, it is necessary to carry out sound environmental function zoning again, and make adjustments to the plan for dividing the first sound environment function area.
Two The present situation of sound environmental quality
(1) the present situation of regional noise
Through the grid division of Xianning urban area and the sampling and monitoring of the grids, 165 monitoring points were set up in the monitoring of Xianning's acoustic environment, including 120 monitoring points in functional areas and 45 monitoring points in the traffic arteries.

The number of grids satisfying the 0 types of ambient noise limits (Leq = 50dB (A)) in the daytime region noise is 17, accounting for 14.2% of the total grid number; the number of grids satisfying the 1 class of environmental noise limits (Leq = 55dB (A)) is 35, accounting for 29.2% of the total grid number; the number of grids satisfying 2 environmental noise limits (55dB (A) < Leq 60dB (A)) is 47, accounting for 39.2% of total grid numbers; and over 2 kinds of environmental noise. The number of grids with acoustic threshold (Leq > 60dB (A)) is 21, accounting for 17.5% of the total grid number. There are 1 Types and 2 types of acoustic environmental quality in the daytime region, and some areas are slightly more than 2 kinds of standards, and the overall regional acoustic environment quality is good.
In the nocturnal regional noise, the number of grids that satisfy 0 types of environmental noise limits (Leq = 40dB (A)) is 2, accounting for 1.7% of the total grid number; the number of grids satisfying the 1 class of environmental noise limits (i.e. Leq 45dB (A)) is 45, accounting for 37.5% of the total grid number; the number of grids satisfying 2 environmental noise limits (45dB (A) < Leq 50dB (A)) is 69, accounting for 57.5% of total grid numbers; and over 2 environmental noise. The grid number of the limit value (Leq > 50dB (A)) is 4, accounting for 3.3% of the total grid number. The quality of nocturnal regional acoustic environment is mainly 1 and 2 categories, and some regions are slightly more than 2 kinds of standards.
(2) traffic noise monitoring
The traffic noise in Xianning urban area is over standard during the day, especially in Qi Gu Road, Ju Ning Road and Baota road. The equivalent sound level of road traffic noise monitoring is calculated by the weighted arithmetic average of road length. The daily traffic noise intensity of Xianning city reaches the standard. The traffic noise intensity at night is up to the standard, but it is very close to the exceeding standard limit.
Three. Comparison of zoning results with original zoning
(1) the scope of zoning varies.
The zoning scope of the scheme is based on the planning scope of Xianning city master plan (2011-2030) of Hubei province. The area is divided into 140 square kilometers based on the current situation of the central urban area and the development of the north and northeast to the town of Heng Gou Qiao.

The original scheme is not clear. According to the provisions of the technical specification for the division of sound environment function zones (GB/T 15190-2014), the zoning plan validity period is not more than 5 years in principle, so the aging location is 2020-2025 years.

The first division is based on the technical specification for environmental noise regionalization in urban areas (GB/T15190-94), which is formulated according to the technical specification for sound environment functional area (GB/T15190-2014) combined with the general land use planning (2006-2020) in Xianning (2014 Revised Edition) and the status quo of land use development.

Compared with the first zoning plan, the division is more detailed. For the first time, there are 1 areas in the 0 types of districts, 4 in the 1 districts, 3 in the 2 districts, 3 in the 3 categories, and 17 in the 4 districts. There are 0 areas in the 4 districts, and the areas in the 17 areas have increased to the area of the provinces. The area of the category has increased to the area of 4B, and the category 4A has been subdivided into category A and 4B.
