I. Introduction of objects and qualifications

The importing objects must also have the following qualifications:

Three Professional and other conditions that meet the requirements of the post. Among them, applicants for public institutions must have the basic conditions stipulated in the Provisional Regulations on the recruitment of staff in public institutions.
Four Overseas returnees must also provide overseas academic degrees and degree certificates issued by the China Education Service Center of the Ministry of education.

Two. Post employment policy treatment
One The imported talents will be provided by the Municipal Finance in accordance with the standard of 50 thousand yuan / person and 30 thousand yuan per person.

Five The employing units should give priority to the employing units within the scope of their policies in terms of housing, settlement and spouse work.

Three. Employment procedures

The registration time will be closed from May 20, 2020 to 17:00. The applicants filled in the registration form for the introduction of talents in Xianning in 2020 (see Annex 2). Each applicant is restricted to one post.
(three) qualification examination
One First qualification. The employer takes qualification examination of applicants for registration. Those who have not passed the qualification examination can be changed to other posts.
Two Qualification review. Applicants who have passed the qualification examination shall submit the written application materials to the employing units through postal EMS and other channels, and submit the deadline to May 20, 2020.
Written application materials include:
(1) the registration form for introducing talents in Xianning in 2020.
(2) identity card, graduation certificate, degree certificate, and the electronic registration form of the Ministry of Education (diploma and degree certificate).
(3) a labor contract has already been signed or the staff member of the Xianning municipal government or institution should issue the certificate of approval from the unit concerned.
(4) apply for the qualification certificate, work experience and other supporting materials.
The above materials are in two copies, A4 paper is printed or copied. Persons with incomplete data, irregular or overdue reporting are deemed to be giving up voluntarily.
After qualification examination, the number of post planning recruits and the number of people who pass the qualification examination is less than 1:3. (a doctoral candidate's position can be determined according to the specific situation), which can reduce the number of recruits or cancel the position, and allow the candidates who have been cancelled to report other jobs.
The qualification examination runs through the whole process of recruitment. Once the fraud is discovered, once it has been verified, it will cancel its registration, examination or qualification.
(four) organization examination
The examination will be conducted from the end of May to the middle of June. It will be divided into two parts: professional level test and interview. The employer determines the time and place of the examination, and then notifies the examinee.
One Professional level test. The professional level test is based on percentile scoring system, focusing on the professional ability of the examinees. According to the professional level test results ranking, according to the ratio of 1:3 to determine the list of interview personnel (there are doctoral candidates can be selected according to the specific situation to determine the proportion). Doctoral candidates directly enter the interview.
Two Interview. A structured interview was conducted, focusing on the comprehensive quality of the examinees. The score was scored according to the percentage system and the results were announced at the scene.
Three Comprehensive performance calculation. The examinee's comprehensive score is calculated by percentile system. PhD students take interview scores as comprehensive results; master's comprehensive performance = professional level test results * 50%+ interview result * 50%. According to the comprehensive performance ranking, the unit Party committee (Party committee) studies the list of research objects according to the proportion of 1:1.
The inspection should highlight the quality of the talents, focusing on its moral conduct, professional expertise, ability and quality, learning performance, job matching, qualification and so on. It is found that the object of investigation is not relevant to material information or does not conform to the qualification requirements for post registration. For those who fail to give up or give up their qualification, their recruitment posts will be filled in a specified time according to the comprehensive ranking of their posts.
(six) physical examination
The qualified personnel are directly listed as physical examination objects, and the physical examination refers to the relevant provisions of the general standards for civil service recruitment examination (Trial Implementation). Personnel who fail to qualify for physical examination or give up physical examination qualifications shall be recruited in accordance with the comprehensive ranking of their posts within the prescribed time.
(seven) publicity and appointment
After examining and examining the subjects, they were identified as prospective candidates and 7 working days in Xianning organizing network. When the public notice expires, if the conditions meet the requirements, the employment contract shall be signed by the employing unit and the employing object, and the employment procedures shall be handled according to the prescribed procedures.
